No. DAT files follow BIR Alphalist v7.4 byte-for-byte, and hand edits break the checks BIR’s own validation module runs (rate conventions, totals cross-checks). Regenerate from your data instead.

Why is my rate showing as 10.00 in the DAT but 0.10 in the app?

They’re the same rate in two prescribed representations: the app shows rates as fractions (0.10), while BIR’s DAT format requires whole-percent (10.00). The export converts for you — never hand-adjust it.
